央視旗下中國環球電視網女主播劉欣。香港星島日報 分享 facebook 中美兩位女主播辯論今天登場，兩國貿易戰由經濟延燒到宣傳層次。與此同時，很多人才注意到，劉欣所任職的中國環球電視網（CGTN），竟是規模如此龐大的國營媒體。CGTN的前身是中央電視台5種語言的外語頻道，直到2016年才整併成環球電視網。之所以整併，從當年底中國國家主席習近平視察央視的談話中便可窺見端倪；他說：「要加強國際傳播能力建設，增強國際話語權，集中講好中國熱銷排行榜超實用故事，同時優化戰略布局，著力打造具有較強國際影響力的外宣旗艦媒體。」. } }); } 這顯示了CGTN的成立，與中國試圖爭奪國際話語權、改善形象的「大外宣」計畫息息相關。據「紅色滲透」一書作者何清漣指出，2008年北京奧運聖火傳遞過程中的風波，讓中共警覺到爭取國際話語權的重要，遂在2009年斥資人民幣450億元（約新台幣2060億元），在全球推動「大外宣」計畫。除了收購海外華文媒體外，中共也師法「今日俄羅斯」（RT）和「半島電視台」(Al Jazeera )建立國際性英語頻道，並大量使用推特（Twitter）、臉書（Facebook）等在中國無法使用的社交平台，對全世界「講好中國故事」。然而，這樣的宣傳方式也引發爭議，CGTN淡化報導新疆「再教育營」，和播出英國私家偵探韓飛龍（Peter Humphrey）認罪影片的做法遭到非議。隨著中美近年衝突逐漸升高，美國輿論也質疑CGTN的政治目的。美國司法部去年依據「外國團購熱門商品撿便宜購物代理人登記法」（FARA）折價限量折扣，要求這家在美國成立11年的電視台登記為「外國代理人」，必須披露其與中國的關係與資限時產品送禮推薦金往來，未來還可能限制其採訪權。而包括該台台長麻靜等10餘名員工也在事後被召回中國。CGTN本次請纓出征的主播劉欣，大學畢業後隨加入當時的中央電視台，並在2011年至2016年擔任央視駐日內瓦首席記者；回國後便加入新成立的CGTN，並開設自己的節目「欣視點」（The point with Liu Xin）。華盛頓郵報報導，劉欣2017年曾在節目上控訴英國廣播公司（BBC）對中共19大的報導不恰當、不公平，其後，中國外交部也以遲發簽證的方式懲罰BBC。由此可見，CGTN的立場和劉欣的報導，都一定程度傳達北京當局的意志。中美主播辯論賽登場，也象徵一場以國家為後盾的宣傳戰，正悄悄開打。
